"This boy has an IQ of about 72 and is to go to the Special Class in [area]. He was not good enough to sit the control exam. His parents are very worried about him and his father is seeing the Director of Education as he wants to protest against the stigma involved. The boy is very shy and needs a lot of help. Large farm, clean. Decent people."
