Scope and Contents

"Live in two rooms, one of which is more or less uninhabitable, father and mother both worn out and feel they cannot go on, have tried and failed to get the child into a home. he has never sat up, walked or talked. Makes not attempt to play, never trained in toilet habits, had no fontanelle at birth, would not take the breast and was bottle fed. Pregnancy and labour normal, no forceps. Sleeps badly, cries continuously unless someone is with him."
