"This man, a joiner by trade, is very lazy and slow, simple. Does some work in the factory. No public assistance. Earns £10 a week but will not pay his rates, has been imprisoned for it. Also assaulted a policeman once. Inharmonious. Wife very flighty. Two boys beyond control, no training. Dr - simple, sulky and moody. Steady work record."
