Echelon System, December 1999-June 2004
Scope and Contents
These files relate to the Echelon system, a system for intercepting mainly non-military targets such as telephone, fax or e-mail communications via satellite or other networks. It was established by the National Security Agency (NSA) in the USA in relation to Cold War espionage and developed under a secret agreement on cooperation in the field of signals intelligence (SIGNIT) between the USA and UK in 1948, later bringing in Australia, Canada and New Zealand in their capacity as Britain's Commonwealth partners. Files include the following:
