The Council of the Evangelical Union of South America was founded in 1964, replacing the previous Inter-Field Council. It was convened by the EUSA General Secretary, based in the field in Teresopolis, Brazil. Meeting every two to three years, the Council was the final authority within EUSA, and decided upon higher matters of policy and principles, leaving day-to-day operations in the United Kingdom to the British Executive, and to national Field Executives for operations inside Latin America. It was headed by a Chairman, and consisted of chairmen of the British and Latin American Field Executives, along with nominated members. The General Secretary was the Executive Officer of the Council, and was non-voting.
