Biographical / Historical
The July 1994 White Paper on the Civil Service, 'Continuity and Change' introduced the requirement for all Central Government Departments, including research councils and their sponsored bodies, to produce and operate Efficiency Plans on a rolling three year cycle, commencing 1995/1996. The Efficiency Plans were reviewed jointly by the Efficiency Unit within Cabinet Office and Treasury. The BBSRC Office was required to develop indicators of administrative efficiency of its own operations, to which Roslin Institute contributed.
