Biographical / Historical

Purchasing was introduced in the early-1990s by the Conservative government to end the provision of services by only one central agency. Purchasing led to purchaser/provider splits, meaning that numerous agencies could bid for contracts to provide services to health boards. Over the years, several committees and working groups discussed how and to whom these contracts should be awarded.
