    Ramsay writes concerning the Fisheries Scotland (Amendment) Bill, urging that when the Fishery Bill comes before the House of Lords, it should be argued that the fishery officers are 'not fit to be entrusted with such powers', that their credentials should be examined and that further research should be undertaken on different types of fishing in certain areas before it is prohibited.
