From a typed note pasted on the page: "McNeill, Sir John (1795-1883), diplomatist; brother of Duncan McNeill, first baron Colonsay [q. v.]; M.D. Edinburgh, 1814; surgeon on the East India Company's Bombay establishment, 1816-36; envoy and minister plenipotentiary to the shah at Teheran, 1836; failed to prevent the shah from attacking the Afghans, 1838; eventually bought about treaty of commerce between Great Britain and Persia, 1841; chairman of the board of supervision of the working of the Scottish Poor Law Act, 1845-78; on commission of inquiry into the commissariat department and general organisation of troops in Crimea, 1855; privy councillor, 1857; died at Cannes. [xxxv. 249]".
